Buying in Truman Annex can make sense if you want a managed Key West neighborhood close to Old Town, Truman Waterfront and Fort Zachary Taylor. The important part is the paperwork. Don’t treat every Truman Annex property as the same. Confirm the legal property type, every association that applies, current fees and assessments, rental and parking rules, insurance responsibilities, and any City of Key West historic-review limits before you make the commitment.
What exactly are you buying in Truman Annex?
“Truman Annex” describes the neighborhood. It does not, by itself, tell you the complete ownership structure for a particular address.
Florida corporate records show an active Truman Annex Master Property Owners’ Association. Some properties can also sit inside a separate condominium association. Shipyard, for example, publishes that its condominium association is separate from the master property owners’ association.

Depending on the ownership type, the review may include:
- Declaration, articles, bylaws and current rules.
- Current annual budget and recent financial statements.
- Regular assessments and what they cover.
- Approved, pending or recently discussed special assessments.
- Reserve information and any inspection or reserve study required for the particular condominium.
- Board minutes that may show planned work or rule changes.

- Rental, guest, pet, parking, storage and renovation rules.

Here’s what matters: use the review period to read the documents. Do not treat receipt of a large file as completed due diligence.
How should I calculate the true cost of ownership?
The asking price is only the first number.
Build a property-specific annual budget that includes:
- Master and any additional association assessments.
- Property taxes based on the buyer’s likely taxable value and exemptions.
- The insurance the owner must carry.
- Utilities and services not included in association fees.
- Interior and exterior maintenance assigned to the owner.
- Near-term repairs, furnishings or improvements.
- Parking or storage costs, if separate.
- Any approved special assessment.
- A reasonable allowance for future work that is visible in the documents but not yet billed.
Two properties with similar asking prices can have very different ownership costs. One may include more services. Another may shift more maintenance or insurance responsibility to the owner.

Can I rent a Truman Annex property?
Maybe. Do not assume.
The legal ability to rent a property and the association’s private rules are separate questions. A buyer needs to confirm:
- The City of Key West permits the intended rental use at that address.
- Any required license is valid and transferable as represented.
- Every applicable association allows the intended rental term and frequency.

What should I confirm about parking, access and common areas?
Get the answer in writing.
For parking, confirm whether a space is deeded, assigned, permitted or simply available under current rules. Check guest parking, vehicle size limits and any permit process.
For a pool, garden, lane, gate or other shared feature, ask who owns it, who maintains it and which association controls access. A photograph or a listing description may show a feature without explaining the buyer’s legal rights or financial obligations.
The same rule applies to storage and outdoor areas. “Private,” “exclusive use” and “limited common element” are not interchangeable terms. The recorded documents should tell you what the buyer receives.
How does the location fit daily life and resale?

- Verify rental rights if they affect your plan.
- Check parking, storage and common-area rights.
- Check HARC jurisdiction and permit history if you expect to renovate.
- Obtain property-specific insurance guidance.
- Estimate taxes and the full annual carrying cost.
- Inspect the property and any owner-maintained exterior elements.

Is all of Truman Annex governed by one HOA?
